TENNIS TUESDAY: Coric Outplays Federer In Halle; Kvitova Wins 5th Title of 2018; Cilic Outlasts Nole On Grass; ATP #1 Flips Again; France Picks Amelie
FEDERER LOSES TO CORIC IN SEARCH OF 10TH HALLE TITLE (IN 12TH FINAL)
After saving 2 match points against an inspired Benoit Paire 2 rounds before, Roger Federer's luck finally ran out when a determined 21-year-old Borna Coric outplayed the world's best grass-court player 7-6(6) 3-6 6-2 to win his first grass-court title and notch his first win over the G.O.A.T. It was Federer's 12th final in Halle and he was seeking his 10th title there, but now he is 9-3, having lost to Corci (2018), Lleyton Hewitt (2010) and Tommy Haas (2012).
FEDERER SWAPS RANKING PLACES WITH NADAL (AGAIN)
Federer's failure to defend his 2017 Halle title means that he ends up with, 8,220 ranking points, 50 less than Rafael Nadal, so the two will swap places at the top of the ATP rankings again. his has happened several times this year already. However, unlike last year, this time as the defending champion Federer has 2000 points to defend at Wimbledon while Nadal has almost none (180) so it is likely Federer wil not be able to regain #1 until the end of the summer hard court season.
CILIC OUTLASTS DJOKOVIC TO WIN SECOND QUEEN'S CLUB TITLE
Novak Djokovic is showing vastly improved form and demonstrated this by reaching the final (and earning championship point!) against 2017 Wimbledon and 2017 Queens Club finalist Marin Cilic. Despite boasting a 14-1 record against Cilic, Djokovic lost the match by being broken (for teh first time in the tournament!) i the 3rd set and his Croat opponent was able to serve out the win 5-7 7-6(4) 6-3. Cilic clearly deserves to be near the pinnacle of the men's game, having reached two major finals in the last year. Even though Djokovic is improving, this loss shows h's not back to 100% and for the first time in over a decade, he goes an entire 12 month period without winning an ATP tour title.
KVITOVA SHOWS SHE IS IN NEAR PEAK FORM WITH FIFTH 2018 WTA TITLE
The 2014 and 2011 Wimbledon champion Petra Kvitova is demonstrating her return to form with another grass court title, this time in Birmingham over her friend Magdalena Rybarikova 4-6 6-2 6-1. Kvitova leads the tour with 5 titles in 2018.
AMELIE MAURESMO NAMED CAPTAIN OF FRANCE'S DAVIS CUP TEAM
In other good news, 2-time major champion and former World #1 Amelie Mauresmo has been named the first female captain of France's Davis Cup team. Interestingly, Julien Benneteau will take over coaching France's Fed Cup team. Both appointments go into effect for the 2019 and 2020 seasons.

TENNIS TUESDAY: Nadal Wins Grass Title In Germany But Loses In 1st Round At Queens
It's been an up and down few days for Rafael Nadal. Two weeks ago he failed to defend his French Open crown for only the second time in 11 years but he followed that defeat up by winning his first grass court title since he won Wimbledon in July 2010. Nadal defeated Victor Troicki 7-6 6-3 at the Mercedes Cup in Stuttgart on Sunday.
Sadly for the new ATP #10 player, he was unable to sustain that momentum and on Tuesday he lost (from a break up in the third set!) a close match with Aleksandr Dolgopolov 6-3 6-7(6) 6-4 at the Queen's Club.
Wimbledon starts in just over two weeks, on Monday June 29th.

Marriage Equality Begins In England and Wales!
This weekend is an important moment for our country. For the first time, the couples getting married won’t just include men and women – but men and men; and women and women. After all the campaigning – not least by readers of PinkNews – we will at last have equal marriage in our country. Put simply, in Britain it will no longer matter whether you are straight or gay – the State will recognise your relationship as equal.
This is something that has been very important to me. I have been so lucky to find the most incredible lifelong partner in Sam and our marriage has been a very special part of the commitment we have made to each other. Of course any marriage takes work, requires patience and understanding, give and take – but what it gives back in terms of love, support, stability and happiness is immeasurable. That is not something that the State should ever deny someone on the basis of their sexuality. When people’s love is divided by law, it is the law that needs to change.
The introduction of same-sex civil marriage says something about the sort of country we are. It says we are a country that will continue to honour its proud traditions of respect, tolerance and equal worth. It also sends a powerful message to young people growing up who are uncertain about their sexuality. It clearly says ‘you are equal’ whether straight or gay. That is so important in trying to create an environment where people are no longer bullied because of their sexuality – and where they can realise their potential, whether as a great mathematician like Alan Turing, a star of stage and screen like Sir Ian McKellen or a wonderful journalist and presenter like Clare Balding.Congratulations, Britannia!

Marriage Equality In England and Wales Goes In Effect Today
Pink News reports:
The bulk of same-sex marriage legislation came into effect at midnight, meaning couples who have entered into same-sex marriages overseas are now recognised as married.
Before today, same-sex couples who got married overseas had their marriages treated as a civil partnership in England and Wales, but the Equalities office says from today “they will instead be recognised as being married”.
Unwed couples still have to wait until March 29 before getting married, as new marriages require a 16 day notice period, but they can now declare their intent to marry.
However, couples who have already entered into civil partnerships in the UK have to wait until later this year before they can convert them to marriages.Jolly good show, what what!

GRAPHIC: Marriage Equality Throughout Europe
There are ten European countries (in red) which have constitutional bans prohibiting recognition or legalization of same-sex marriage: Belarus, Bulgaria, Hungary, Latvia, Lithuania, Moldova, Montenegro, Poland, Serbia and Ukraine. Half of these countries (Bulgaria, Hungary, Latvia, Lithuania and Poland) ARE members of the European Union.
It will be interesting to see how the European Union will resolve the question of marriage equality. I would guess that the EU will have uniform laws recognizing same-sex couples well before the United States does.

British Parliament Completes Passage Of Marriage Equality Bill!
Pink News reports
Congratulations to England and Wales! Apparently, same-sex couples will be able to start getting married sometime next year and couples in civil partnerships will be able to convert them into marriages at that time.The equal marriage bill was passed in the House of Commons, and as all amendments added in the House of Lords were accepted, it will not be required to go back to the Lords.[...]The publisher of PinkNews.co.uk and Out4Marriage founder Benjamin Cohen said this evening: “We are delighted that after five years of editorial campaigning and just three years after we received the support of the three main party leaders, Parliament has finally approved same-sex marriage.“Giving gay couples the right to marry will make Britain a more tolerant, open and welcoming place to live in and significantly increase the life prospects of so many people. It is absolutely fantastic that this change in the law, almost uniquely, was proposed by a Conservative prime minister and his Liberal Democrat Deputy with the support of the Labour party leader. Sometimes politicians can work together for the common good and this is a stunning example of this.”

House of Lords Advances Marriage Equality With 390-148 Vote
The Guardian reports:
The Lords voted by 390 votes to 148 to reject an attempt by Lord Dear, a crossbencher, to defeat the bill at second reading. It is very unusual for the Lords to block a bill at second reading and some peers may have been voting against Dear because they were opposed to the idea of the Lords trying to obstruct legislation in this way, not because they were great supporters of the bill. But the size of the majority means the bill must now be certain to become law. However, it is still likely that attempts will be made to amend it in the Lords, in particular to strengthen the protection available to churches who do not want to conduct gay weddings. Lady Stowell, a government whip, told peers in her wind-up speech that the government would not necessarily object to amendments of this kind.Additionally, the primary opponent to the legislation, the Church of England has announced that in light of the overwhelming support for marriage equality in both Houses of Parliament they will cease their opposition and concentrate on improving the bill instead of stopping it.
“Both Houses of Parliament have now expressed a clear view by large majorities on the principle that there should be legislation to enable same-sex marriages to take place in England and Wales. It is now the duty and responsibility of the Bishops who sit in the House of Lords to recognise the implications of this decision and to join with other Members in the task of considering how this legislation can be put into better shape.
“The concerns of many in the Church, and in the other denominations and faiths, about the wisdom of such a move have been expressed clearly and consistently in the Parliamentary debate. For the Bishops the issue now is not primarily one of protections and exemptions for people of faith, important though it is to get that right, not least where teaching in schools and freedom of speech are concerned.
“The Bill now requires improvement in a number of other key respects, including in its approach to the question of fidelity in marriage and the rights of children. If this Bill is to become law, it is crucial that marriage as newly defined is equipped to carry within it as many as possible of the virtues of the understanding of marriage it will replace. Our focus during Committee and Report stages in the coming weeks and months will be to address those points in a spirit of constructive engagement.”
Rule, Britannia!

UK Marriage Equality Bill Now To House Of Lords
• provide that same sex couples can get married in England and Wales;The bill is now before the House of Lords, where it passed its first reading (equivalent to introduction) by voice vote and will have it second reading on June 3 with committee actions on June 17 and June 19. It is expected that heterosexual supremacists will try to derail the bill by getting unacceptable "poison pill" amendments added to the text of the legislation. However, it is possible that the British government can ignore any actions by the House of Lords by invoking the Parliament Act.
• provide that such marriages are to be treated the same as marriages between a man and a woman in England and Wales;
• permit marriage of same sex couples by way of a civil ceremony;
• permit marriage of same sex couples according to religious rites and usages where a religious organisation has opted in to that process (with the exception of the Church of England and the Church in Wales);
• provide a process by which the Church in Wales can request and obtain legislative change to allow marriages of same sex couples according to their rites if they wish to do so;
• provide that there will be no obligation or compulsion on religious organisations or individuals to carry out or participate in a religious marriage ceremony of a same sex couple;
• provide protection under equality law for religious organisations and individuals who do not wish to marry same sex couples in a religious ceremony.

French Parliament Passes Marriage Bill 329-229!
The BBC reports:
The bill now goes to the upper house, the French Senate, where the debate will begin on March 18.The assembly had already approved a key article that redefined marriage as a contract between two people rather than between a man and a woman.The Senate - which is also dominated by the Socialists and their allies - is thought likely to back the measure, which will become law by May or June, our correspondent says.France would then join 11 other countries where same-sex marriage is legal.The marriage law is seen as France's most important social reform in France since the abolition of the death penalty in 1981.

House of Commons Votes 400-175 On Marriage Equality
The BBC reports:
Deputy Prime Minister and Lib Dem leader Nick Clegg said: "I genuinely believe that we will look back on today as a landmark for equality in Britain.
"Tonight's vote shows Parliament is very strongly in favour of equal marriage.
"No matter who you are and who you love, we are all equal. Marriage is about love and commitment, and it should no longer be denied to people just because they are gay.
"The Liberal Democrats have long fought for equal marriage. It is party policy and I am proud that the Liberal Democrats are part of the coalition government that are making it happen."
MPs were given a free vote on the bill, meaning they were not ordered to vote for or against by party whips.
Their decision to back the bill at second reading signifies that they approve of it in principle. The legislation will now receive more detailed parliamentary scrutiny.
Rule, Brittannia!

England Declares Free HIV Treatment For All
Good news! Legislation went into effect on October 1st which makes treatment for HIV/AIDS free to all residents (citizens and immigrants) in England.The announcement of the change in policy actually dates back to more than 6 months ago, according to the BBC.
aidsmeds.com summarizes the change:
HIV treatment is now officially free for all who need it in England, including undocumented migrants and non-United Kingdom citizens, as per legislation that went into effect today, October 1, and has been reviewed in detail by aidsmap. Other countries of the U.K may still technically charge for HIV treatment, depending on immigration status. However, this this hasn’t been actively pursued in Scotland or Wales in recent years; in Northern Ireland, charges for HIV treatment have sometimes been rigorously enforced.
I wonder how long it will take for a similar policy to exist in the United States?
